I thank for Doom Explorer having supported UTF-8.

There is the point where a language file is not reflected.

"New IRC Connection" window is from zrc - it is not Doom Explorer component. Though Doom Explorer has analogous window - when you click on left toolbar in ZRC window and in the popup menu select Edit or Add new - and this window you can translate too.
"Garbled text" in dmflags hint is really line - seems i should change it to other symbol, like this: -------
And btw refresh server to reflect language changes - it refreshes all hints including dmflags
